Speedometer "cable"

Dear all,

I got myself the cheapest ST1100 I could find.
Turns out that one of the previous owners has tried to take care of the bike, but he seems to have lost interest. The final steps of re-assembly were not dine very thoroughly.

I am trying to check everything and found a few quirks. One of them:
My speedometer cable (wrong term I guess) like to run behind the left front brake caliper in a really tight bend.
I can't see anything wrong in the way it is routed through the front part of the bike.
Hopefully my pictures are clear enough for you to see the problem.

Is that normal?
If not: Any idea about "why"?

My speedo cable used to snag in the same way when the forks were at full extension. I re-routed the cable out of the bodywork hole and zip tied it against the same bodywork. The extra 1/2" was all it needed.
