ST1300 Handlebar... strange thing inside

Hey, does anyone know what this is... its inside my right St1300 handlebar.
With the end knob connected it is possible to turn it. With no visible effect.

That does look like the inside of a Throttlemeister. When adjusted correctly it is a 1/4 turn to lock. Compression against the grip “locks” the throttle.
 
That's also what I thought, but there is no "compression" when i am turning the knob...

Do you mean the bar-end weight doesn't move toward the grip, or that it doesn't compress anything? My Throttlemeisters came with a thin rubber ring with a thick shoulder which is intended to be pressed in between the grip and the throttle tube so that the face of the end weight had a consistent, uniform surface to apply the friction to the throttle tube, thus keeping it from rotating and closing the throttle.
