I knew that it was not a factory option but it was an available option. It wasn't available here period. Because of that using the quarter harness turn signal wires to operate it never ocurred to me.

It doesn't really matter which alarm system was the one that was available from Honda. Whichever one it was if it did not connect to the turn signal circuits of the quartet harness then I am left with the same question- Why does the quartet harness include turn signal circuits? Honda did not design in connections for after-market lights that customers might choose to install and I can't see them being of any use for lighting on police models, so what did Honda intend these turn signal connections to be used for?
 
I just had another look at the link to the Averto alarm system install that Midlife posted earlier. It does not include any install instructions and when I looked at it earlier I didn't look at the photos, so I didn't see the connection to the turn signals. One of the photos is of the Averto wiring harness. It includes a connector that goes to the quartet harness 9 pin connector. This is the connector that has -12V, two +12V sources, and the two turn signal circuits. This tells me that the Averto alarm system uses these two circuits to flash the turn signal lights when the alarm system has been activated. This does make sense as the alarm system was sold by Honda and designed to fit the ST1300.
