Former Federal Reserve Chair Alan Greenspan coined the phrase "irrational exuberance" during a speech at the American Enterprise Institute on December 5, 1996, asking, "How do we know when irrational exuberance has unduly escalated asset values, which then become subject to unexpected and prolonged contractions as they have in Japan over the past decade?"
Greenspan later recalled that the concept came to him in the bathtub and that he intentionally used "Fedspeak" to obfuscate his opinion, though the remark triggered immediate global market drops.
