I would avoid completely... if they are repaving then they'll likely shut down one lane sections and you'll have to wait for a escort car ... no fun, especially during the summer...I'm heading that way in a few weeks and like to ride it a few times (usually on weekdays). Hopefully the repaving won't spoil the party too much.
You're probably right. The Dragon is the last road I'd want to be stuck waiting on. A few years ago a car drove off the road and traffic was backed up for quite a while.
