Can someone please help me identify this hose. It's about a 1/4" diameter and runs from the engine block near the bottom of the radiator down the front right side of the motor. I have a couple drops of fluid from it. thanks

See this post: ST1300 - Water Pump Weep Holes. The upper end of the hose attaches to the "round hole" - you can see it clearly in three of the pictures in that post.
Once you have looked at that post (to answer your question), go browse this post, which is a currently active discussion of what to do if stuff leaks out of that hose: Turned out to be a coolant leak...
I'm not too familiar with US geography, but if 'Orange County' is anywhere near 'San Jose', you might want to get in contact with fellow forum member @HondaInTheSun , who started the coolant leak post, he (or she) will be an expert on this matter by the end of this weekend.
