It's not ridiculously hot here in DeKalb IL this evening but is very very smoky.

I assume the enforcement you'd like to see is for folks driving too slow in the left lane?
That would be a minimum hope, but ultimately for driving in the left-hand lane period. It should be exclusively used for passing, not for driving in. It will never happen though. Even where driving in the left-hand lane is illegal there is no evidence of that fact as it is ignored and there is no enforcement.

I was impressed when I was in Belgium. Not only did they not drive in the left-hand lane, they didn't drive in any lane to the left. They were all in the far right-hand lane except if they were overtaking another vehicle, then they moved back to the right.

I know here, there's a common misconception that passing on the right is illegal, but there are cases where it is permissible (although not recommended due to the inherent dangers of doing so...) You must also still obey any posted speed limits.

When passing on the right allowed:
  • Making a left turn: When the vehicle ahead is turning left or signaling to do so.
  • One-way streets: When driving on a designated one-way street where there is sufficient width for two or more lanes of traffic.
  • Multi-lane highways: When driving on a street or highway marked for two or more lanes of traffic moving in the same direction.
I think that there is a distinction to be made between overtaking another vehicle while travelling in a lane to the right of it because of the differences in speed between the two vehicles and passing on the right. I am not a lawyer but my understanding is that passing on the right is when a deliberate lane change to a lane to the right of another vehicle is made for the purpose of overtaking it. Otherwise all of the vehicles on a multi-lane highway would all have to travel no faster than the slowest vehicle in the left-hand lane. What fun that would be.

Over here the LEOs will be all over you for such... for 'fact of coercion'... even for having your LHS indicators on...
So instead of curing the cause, they only punish the symptoms... :cautious:
Like they're all over a double parked grocery/frozen goods delivery truck, while ignoring the patron's sedans blocking the designated truck loading zone in front of the store... :rolleyes:

"Passing on the right" is also punishable... but on multi-lane roads is a loophole by the definition of "passing", which threshold is the difference of +20kph/12mph... below that its simply 'drive side by side'... 😛
